Social Responsibility in Gambling

The Hospice Lottery Partnership (HLP) is committed to providing a secure, fair and socially responsible service and to encouraging responsible gambling amongst members of the public purchasing any of HLP’s services or products.

The Gambling Commission regulates gambling in the public interest. The regulatory framework and social responsibility principles introduced by the Gambling Act 2005 are based on three key licensing objectives:

  1. Preventing gambling from being a source of crime and disorder, being associated with crime and disorder, or being used to support crime.
  2. Ensuring that gambling is conducted in a fair and open way.
  3. Protecting children and other vulnerable persons from being harmed or exploited by gambling.

This page sets out HLP’s policy and approach to ensuring lottery activities are conducted in a socially responsible way.

 

1. Preventing gambling from being a source of crime and disorder

HLP has processes and procedures in place to help prevent its lottery products from being used in connection with crime, fraud or money laundering.

Where appropriate, HLP may carry out checks or request further information where concerns are identified regarding a customer’s identity, eligibility, account activity, payments or lottery participation.

 

2. Ensuring that gambling is conducted in a fair and open way.

HLP has responsibility for the promotion of the lottery. We will ensure that:

  • Customers have transparent and easy access to clear information on matters such as how proceeds are used, the rules of the game, the prizes that are available and the chances of winning, to enable them to make an informed choice before participating in the lottery.
  • The rules are fair and clearly defined within the Terms and Conditions.
  • Any advertising and promotional material is clear and not misleading.

To promote transparency and enable customers to make informed decisions, HLP publishes details each year of the percentage of lottery proceeds applied to prizes, expenses and charitable purposes within its Annual Report.

 

3. Protecting children and other vulnerable persons from being harmed or exploited by gambling.

HLP has responsibility for the promotion of the lottery and draws attention to the following matters:

Underage Gambling
It is illegal for individuals under the age of 16 to enter a lottery. HLP has taken the decision not to allow customers under 18 to participate.

When joining the lottery via a face-to-face interaction, customers will be required to sign a declaration confirming that they are 18 or over and may also be required to provide proof of age.

When joining the lottery remotely, including by telephone or electronically, customers will be required to provide their date of birth and confirm that they are aged 18 or over.

Any customer found to be under 18 will not be able to purchase an entry into the lottery.

If a winning customer is found to be under 18 any winnings will be forfeited, their entry fee returned and, if applicable, their lottery subscription immediately cancelled.

Gambling Limits
HLP imposes limits on the value of entries into a lottery that can be purchased by an individual customer.

These limits are established and reviewed by management as part of HLP’s commitment to responsible gambling.

No Credit Gambling
HLP does not permit participation through credit facilities (including credit cards) and does not offer loans, credit, deferred payment arrangements or similar facilities to enable participation in its lottery products.

Vulnerable Persons and Customer Interactions
HLP recognises that some individuals may be more vulnerable to gambling-related harm than others.

Vulnerability may be temporary, intermittent or permanent and can arise from a range of circumstances, including:

  • Mental or physical health conditions.
  • Learning disabilities or cognitive impairment.
  • Financial hardship or significant debt.
  • Bereavement, relationship breakdown, unemployment or other significant life events.
  • Alcohol or substance misuse.
  • Difficulty understanding gambling products, risks or information provided.
  • Any other circumstance that may affect an individual’s ability to make an informed decision about their gambling.

HLP is committed to treating all customers fairly and taking reasonable steps to identify and support customers who may be vulnerable or experiencing gambling-related harm.

Where concerns are identified, HLP may provide safer gambling information, discuss self-exclusion, restrict participation or stop gambling-related marketing communications.

Self-Exclusion
On request, we will close any customer’s lottery account(s) and prevent participation in HLP lottery offers, including Superdraw Raffles and other lottery products, for an initial period of six months, during which time the account(s) cannot be reinstated.

Customers may request self-exclusion by completing the Self-Exclusion Form or through any other method made available by HLP.

During the exclusion period, HLP will:

  • Ensure that the customer does not enter the lottery.
  • Close any live lottery accounts.
  • Prevent gambling-related marketing from being sent by post, email, SMS or telephone.
  • Remove the customer’s details from gambling-related marketing databases.
  • Take appropriate measures to identify the customer across HLP lottery products.
  • Return any funds held in the customer’s account.
  • Provide information about counselling and support services.

Access to Customer History
HLP will provide any customer with a full history of their lottery membership or account, including complete payment and winnings history, upon request.

Information on Gambling Support Organisations
HLP is a member of The Hospice Lotteries Association and the Lotteries Council, both of which support the promotion of responsible gambling and safer gambling practices across the sector.

HLP is committed to helping customers access independent advice and support where gambling may be causing harm.

Customers wishing to self-exclude specifically from HLP lottery products should contact HLP directly or complete HLP’s Self-Exclusion Form.

Staff Training
All relevant employees, volunteers, contract personnel and others where appropriate receive awareness training on problem-gambling issues and the appropriate interaction and support available for potentially vulnerable customers.

Responsible Gambling
Whilst the majority of people do gamble within their means, for some gambling can become a problem.

It may help you to keep control by remembering the following:

  • Gambling should be entertaining and not seen as a way of making money.
  • Avoid chasing losses.
  • Only gamble what you can afford to lose.
  • Keep track of the time and amount you spend gambling.

If you want to have a break from gambling you can use our Self-exclusion form or email us at [email protected] with your name, address and membership number(s). We will then close all lottery accounts identified from the information provided on the form for an initial period of 6 months, during which time those accounts cannot be reopened for any reason.

Problem Gambling
If you are concerned that gambling may have taken over your (or someone else’s life) then the following questions may help you find out:

  1. Do you stay away from work, college or school to gamble?
  2. Do you gamble to escape from a boring or unhappy life?
  3. When gambling and you run out of money, do you feel lost and in despair and need to gamble again as soon as possible?
  4. Do you gamble until your last penny is gone, even the fare home or the cost of a cup of tea?
  5. Have you ever lied to cover up the amount of money or time you have spent gambling?
  6. Have others ever criticised your gambling?
  7. Have you lost interest in your family, friends or hobbies?
  8. After losing, do you feel you must try and win back your losses as soon as possible?
  9. Do arguments, frustrations or disappointments make you want to gamble?

The more you answer ‘yes’ to these questions, the more likely you are to have a serious gambling problem.
